Making Sense Of Tech Companies AI Commitments To The White House

The White House recently announced that seven leading technology companies have committed to artificial intelligence (AI). The seven companies are major technology companies including Amazon, Google, Meta and Microsoft, as well as well-known AI startups including Anthroponic, Inflection and OpenAI. Especially in the absence of other big tech companies like Apple and other popular startups like Elon Musk's X.AI.

Contracts fall into three categories: (1) security, (2) security, and (3) trust. The transactions associated with each obligation are described in more detail below. The important point is that these obligations are voluntary and non-binding, and if companies do not meet them, they are not enforceable.

Some of these promises are quite reasonable and are likely to be at least partially fulfilled by the companies. For example, the first commitment is that "companies commit to review the internal and external security of their AI systems before release." All these companies pre-test their products before they are sold. An innovation is the use of external components to perform certain tests. However, it is unclear how third-party testing will be implemented. Open questions include: What external parties will be testing? Will the government "certify" foreign applicants? What criteria do you use to determine if a new AI product is safe? How long does the test take?

Some of these questions will be answered over time, but the final question is how long will the test last? - requires more attention. Note that there are many reputable companies that do not sign their promises and rush to the market with their products without waiting for the completion of third-party testing. The seven tech companies that have signed the pledge can opt out if they feel they are being challenged by competition, pending the results of third-party testing. Again, remember that all of these promises are voluntary.

The fifth commitment is that companies "commit to create game-changing workflows so that AI knows when content is being created, such as a watermarking system." Some companies already have this option. For example, in March 2023, Google announced that it would add watermarks to images generated by its AI models. Using watermarks can be an effective way to reduce misleading ads. US Representative Yvette Clark recently introduced legislation that would make the use of artificial intelligence in political advertising public. So the fifth obligation is that companies can do it, and that fits the bill.

Other promises seem like wishful thinking at best. The eighth commitment reads: "Companies are committed to developing and deploying advanced AI systems to solve society's biggest problems." Artificial intelligence, if managed properly, can make a significant contribution to prosperity, equity and well-being, from cancer prevention to climate change mitigation. These are good goals, and when they are achieved, they create significant value for the business. However, this does not prevent companies from pursuing other (less lofty) goals, such as artificial intelligence for better online ad targeting, or artificial intelligence for faster stock trading.

While the White House's announcement of these commitments raises many questions, including some of the ones cited above, it at least signals the Biden administration's willingness to work with companies on AI-related policies. This collaborative approach may sound toothless to those concerned about the damage AI has done to society, but it's a step in the right direction. In addition, this prudent and balanced approach avoids policy pitfalls that can stifle innovation.
