If you're playing Bedrock Edition with a keyboard, you'll enter Minecraft commands and cheats just like you would in the Java Edition. If you are in a world with cheats, press "/" to open the chat menu with a slash in the text box. Now type the command and press Enter to execute it.

For coordinates, this is expressed as x, y, z , where x is the easting (+) or west (-) distance of the coordinate, z is the southing (+) or northing (-) distance of the coordinate, and y is the altitude from -64 to 320, where 62 is sea level. You can also use the tilde (~) or caret sign (^) with numbers to show coordinate offsets from your current location, where the notation itself is ~0 or ^0, i.e. no offset. The tilde offset is based on world coordinates, so ~5 ~ ~-5 would be +5 blocks in x (east), 0 blocks in y (same height), and -5 blocks in z (north). The displacement of the cart depends on the direction of the player's head along the left, top, and front axes, so ^5^^-5 is 5 blocks left, 0 blocks up (same height), and 5 blocks back.
