Minecraft's vanilla coat is an oddly well-known secret right now. In fact, an article about the cloak appeared on the official Minecraft website earlier this week, but was removed after a few hours. It's an incredibly strange situation, and there's no reason it has to be.
Phoenix SC posted a video of the entire debacle and even made a fake hood if you want to see it in action. The short version of this whole story is that Mojang published the post we just linked to but it gives a 404 not found error and then deletes it. He explains that players who purchase the Bedrock and Java versions of Minecraft before June 6, 2022 will receive a fancy vanilla cape.
However, the page was removed a few hours later and can now only be viewed on the Wayback Machine, which is very strange. The item is not particularly dirty and does not look like previously advertised. We don't know why it was removed, but it certainly was. According to the wiki, the cloak was also announced on the Minecraft Discord server, so why was the post removed?
